BIRCH HOLLOW LAKE ASSOCIATION
Minutes of the Annual Meeting
Saturday, July 10, 1999 · Town Hall

Recorded by Linda Endicott, Secretary, and typed in by Hazel. These minutes will be presented for approval at the 2000 annual meeting.

1. Call to order. President Harris West called the meeting to order at 9:32 a.m. Sixty-one members were present, representing 48 of the 86 member families. A quorum (25 families) was declared. The meeting opened with the Pledge of Allegiance.

2. Minutes. The minutes of the July 11, 1998 annual meeting were approved as printed in the August 1998 newsletter. Motion by Margie Raynor, second by Fred Hershberger. Carried.

4. Committee reports.

a. Water clarity. Ernie Stratton reported that Secchi disk readings began May 8 and are taken every other Saturday at the deep hole for the DNR's volunteer monitoring program. Clarity is running a little below last year so far, which he put down to the warm June. He reminded members that the readings are sent in to the state and are on file for anyone who asks. A question from Carol Odom about whether the lake is "getting worse" was answered: not that the readings show, but the association should keep watching, and should keep fertilizer off lawns that slope to the water.

b. Loon watch. Hazel Stratton reported two nesting pairs, at the North Bay and Birch Island. The North Bay pair hatched one chick on or about June 20. The Island nest was found empty on June 7, cause unknown. Four "Loon Nesting Area, Please Keep Away" signs were posted in May. She asked boaters again to slow down near the North Bay.

c. Milfoil watch. James Dipaolo reported that twelve volunteers staffed the landing on nine weekend mornings since Memorial Day and spoke with the owners of 214 boats. No Eurasian water milfoil has been found in the lake. Most boaters were friendly. One was not, and was thanked anyway.

d. Fish. Sherman Mabry reported on the stocking of 3,400 extended-growth walleye fingerlings in October 1998. Several small walleyes have been caught and released this summer. Panfish and bass fishing reported good; northern pike reported "small and many."

e. Boat parade. Paige Bostick reported 23 boats in the Fourth of July parade, a record. Winners are listed on the association's Web page and will be in the newsletter. Thanks to the Wests for the use of their pontoon as the judges' stand.

5. Old business. A request to change the evening start of slow-no-wake hours from 7:00 to 6:00 p.m. was discussed at length. President West noted that the hours are set by the town board, not the association. Motion by Ester McCubbin to ask the town board to consider 6:00 p.m. next spring; second by Carol Odom. Motion failed, 19 to 30.

6. New business.

a. Loon nesting platform. Hazel Stratton proposed that the association build and anchor a floating loon nesting platform in a quiet cove near Birch Island before ice-out next spring, at a cost of about $150 from the loon fund, following the DNR's guidance on placement. Discussion followed. Antoinette Morris asked whether a platform would draw sightseers; Hazel replied that it would be placed away from the boat traffic and that the signs would go up again. Motion by Hazel Stratton, second by Mildred Dorris. Carried, 41 to 6.

b. Ice-out contest. The ice-out contest will continue for spring 2000 under the same rules, with Ernie Stratton as judge. Carried by voice vote. (Emily Dunagan, last year's winner, was congratulated and asked for her secret. She declined.)

c. Y2K. William Flinn asked whether the association's bank account is ready for the year 2000. The treasurer reported that the bank has sent a letter saying that it is. The treasurer will also keep a paper copy of the books, as he always has.

d. Dues. Dues for the 1999-2000 year will remain $20 per family. Motion by Deborah Abraham, second by Rudolph Pender. Carried.

7. Election of officers. Evelyn Houston, for the nominating committee, presented the following slate: President, Harris West; Vice President, Andrew Gervais; Secretary, Linda Endicott; Treasurer, Irvin Hannon; Director for a three-year term, Joni Cochrane. There were no nominations from the floor. The secretary was instructed to cast a unanimous ballot, and the slate was elected.

8. Announcements. The newsletter will go out in August. Members were invited to the potluck and brat fry at the landing pavilion immediately following, with thanks to Rudolph Pender for bringing his grill, as he has every year since 1974.

9. Adjournment. Motion to adjourn by Willie Hodge, second by Emily Dunagan. Carried. The meeting adjourned at 11:41 a.m.

Respectfully submitted,
Linda Endicott, Secretary
